An open-topped vehicle body (13), such as a dump body, includes a tarping system (16) that is deployed over the body by a pivoting bail member (22). An actuation mechanism (25) applies a torque to the bail member (22) to automatically pivot the member (22) and deploy the tarp (16). The actuation mechanism (25") includes a number of double coil spiral torsion springs (50) anchored on a shaft (67) attached to the dump body. Each spring (50) includes a right hand and a left hand coil portion (52, 54) concentrically wound about an integral center anchor portion (56). The shaft (67) includes an elongated slot (69) to receive and support the center anchor portion (67) of each spring within the mechanism (25"). The coil portions (62, 64) of each spring (50) include a left and right reaction end (58, 60) configured to contact and provide a torsional force against a corresponding reaction post (92) within the housing (80). In one embodiment, the housing (100) is made in two connectable halves with one half of each reaction post (92') integrally formed into each housing half. The actuation mechanism (110) can be used as a knuckle joint connecting the bow extension member (150) and the bow base member (130) in a bow base and bow extension tarp cover system.
