An actuator for forming a flange on a wheelhousing includes wall surfaces defining at least first and second separate, elongated, coaxial fluid chambers. The first and second chambers have coaxial apertures extending therethrough. A fluid passage selectively communicates with at least the first and second chambers for delivering pressurized fluid and for removing fluid from the chambers. An elongated rod extends through the coaxial apertures and has at least first and second pistons connected thereto for reciprocating respectively in the first and second chambers in response to fluid delivered and removed by the fluid passage.
