ABSTRACT OF THE DISCLOSURE A surface-activated functional material and a method of producing the same are disclosed. The surface- activated functional materials are produced by subjecting the surface of a metal substrate to an activation treatment to change the atomic configuration of the metal substrate into an activated state and then adsorbing a second metal element on to the surface of the metal substrate to preserve the activated state.
