An aerosol dispenser (10) and a refill cartridge (18) therefor. The aerosol dispenser (18) has an outer housing (12) adapted to preferentially fit a user's hand with the front (14) of the dispenser (10) presented away from the user. An actuator arm (52) is hinged to the outer housing (12). A refill cartridge may be removably inserted into the outer housing (12) from beneath. The cartridge (38) includes an aerosol can (18) having a manually activatable valve (28) and an upwardly directed nozzle (20), which extends through a nozzle port in the actuator arm (52) when the cartridge (38) is inserted within the outer housing (12). A user can activate the valve (28) by hand by pushing the actuator arm (52) downwardly with a finger. The outer housing (12) is designed to be held on a level surface during such activation. The nozzle (20) includes a longitudinally extended delivery tube (22) in fluid communication with the pressurized material in the can (18). The delivery tube (22) communicates with a longitudinally extended exit chamber (24) having a spray orifice (26). The longitudinal axis of the exit chamber (24) is angularly displaced frontwardly from the longitudinal axis of the delivery tube (22).
