ABSTRACT OF THE DISCLOSURE Vinyl chloride polymers are chlorinated in a dry, two-step process including treating particulate vinyl chloride with gaseous chlorine at temperatures in the range of -20°C to +150°C, preferably 20-25°C and without the use of radical-forming initiators or radiation for at least about 30 minutes, then increasing the temperature of the reaction to at least 70°C until thermal radical formation occurs. In the second step the temperature is maintained below the point where the vinyl chloride is apt to agglomerate or discoloration occurs. This process avoids the use of liquid systems and provides a final product in a dry powder form having an increased dimensional stability.
