A turbulence creating energy saving device is installed on top of an air cooled condenser of an air conditioning or a refrigerating system. An air fan directs a stream of air leaving the condenser into a vertical cylindrical tube comprising of a series of fixed blades attached to the internal surface of the tube causing the turbulence in the air flow, in turn, moving a larger amount of cooler air through the condenser which dissipates heat. The top of the device has an angled cowling to compress the air and reduce the output noise level.
