ABSTRACT OF THE INVENTION A feature of the present invention is a cupola having a set of upper and lower elongate openings. A pair of baffles are disposed in the cupola so as to capture rain driven in through the upper opening and subsequently divert the rain out through the lower openings. A pair of flanges are affixed to the cupola to deflect wind driven articles away from the lower openings. Air flowing into the cupola, which is mounted on a roof of a building, is directed by a duct to a counterweight valve, which is affixed in the building. The counterweight valve includes a flap which is counterbalanced by a counterweight. The flap opens and closes in response to static pressure in the building.
