A transfer and mixing device which utilizes a by-pass cartridge (12) and a syringe (20). After mixing the dry component and the diluent in the by-pass cartridge (12), the mixture can be passed to a syringe (20) which includes a syringe plunger (72) having a fluid passageway (74) therein with a hydrophobic membrane (76) covering the passageway (74). The mixture can be transferred back and forth between the by-pass cartridge (12) and the syringe (20) through a small bore (60) to achieve mixing, particularly in the case of microspheres held in suspension.
