A method for assigning hybrid automatic repeat request (HARQ) process ID is provided. The method includes, when a retransmission associated with a first initial semi-persistent scheduling (SPS) transmission having a first HARQ process ID is expected to occur after a second initial transmission previously configured with SPS resource, explicitly assigning a second HARQ process ID to the second initial transmission wherein the second HARQ process ID is different from the first HARQ pro-cess ID.
