ABSTRACT OF THE DISCLOSURE Amorphous carbon is an electrocatalytically active material which is useful as an electrode component in electrochemical cells. Thus the specification-discloses an electrochemical cell comprising at least two electrodes in physical contact with an electrolyte wherein at least one of said electrodes is comprised of amorphous carbon and wherein said amorphous carbon is substantially non- graphitic carbon which is prepared by vacuum deposition. In one embodiment such a cell comprises a photoelectrode which has a semiconductor substrate wherein the photo- electrode has a surface coating of amorphous carbon, a counterelectrode, and a liquid electrolyte in physical contact with said photoelectrode and counterelectrode.
