The Law of Conservation Energy is here shown to have an exception by rules that govern Weight Balance The apparatus is PRIMAL; a balance induced, Horizontal Movement of a cylinder position over a tube of fluid. The objective is to " vertically " compress the tube of fluid and force the contained fluid forward.,where it may be utilized as a transferred force of the weight. The compressing wight of contact does not require a greater height, but a circular pivot parallel motion around an axle. The cylinder is less an object of the horizontal movement. Rather it is the point of the weight contact, on the bottom circumference of the cylinder rim that is true Providence of the motion. This is a New Law of Natural Balance.
