Abstract of the Disclosure A protection circuit for a transmitter amplifier which provides power leveling and controls transmitter output power as a function of the ratio of reflected power to forward power. The circuit senses forward power level and develops a first voltage which is compared with the reference voltage to provide a control voltage which controls the power developed by the transmitter ampli- fier. Reflected power is sensed and a second voltage is developed which is compared to a portion of the first voltage and causes a reduction in the reference voltage when the reflected power to forward power ratio exceeds a predetermined level.
