A vacuum belt transporter/diverter far an in-line rotary inserter having an envelope handling system for processing of insert-filled envelopes. The transporter/diverter includes a substantially horizontal surface and at least two parallel commonly driven endless belts having their uppermost surfaces slightly raised above the horizontal surface. The uppermost surfaces serve to receive thereupon insert-filled envelopes delivered thereto from the inserting station. The endless belts are oriented substantially orthogonally with respect to the direction of delivery. The horizontal surface includes a delivery region disposed in the area to which insert-filled envelopes are delivered, where the horizontal surface includes vacuum openings disposed in the delivery region to attract an insert-filled envelope to increase friction with respect to the uppermost surfaces of the driven endless belts.
