An optical fiber testing and monitoring system for use with a computer for testing one or more fiber optic cables. The system comprises a number of modules including an optical time domain reflectometer module, a power supply module, and a light meter module. The modules are mounted in a module tray which includes a bus for coupling each of the modules in the tray. The module bus provides power and a communication link between modules in the tray. The module tray can be fastened directly to the base of a notebook computer thereby converting the computer into a portable and versatile optical fiber test instrument and optical time domain reflectometer. The modules trays can also be stacked to form an optical testing instrument rack. The system includes a tray bus which couples together the module trays and the computer and provides a communication link between the modules and the computer. In another aspect, the system can be configured for bi-directional testing of fiber optic cables. One of the modules can comprise a communication module which is coupled through a communications channel to a similar module at the remote end of the fiber cable. Test data and control information is communicated to the remote module.
