Abstract of the Invention An anchor device that is comprised of but two parts, a core that has a cylinderical body portion and a sleeve having an inside diameter that matches the body portion. The core has an end cap that is adapted for attachment to a power post or the like. The sleeve is positioned over the core and a restriction resists full seating of the core in the sleeve. When positioned in the hole of a concrete floor, the core is forced into the sleeve e.g., with a tool designed for that purpose. This expands the sleeve into the concrete and seats the core in the sleeve, and the combination sleeve.
