Apparatus is disclosed for screening off the ends of culverts and the like so that animals such as beavers and muskrats are unable to gain access to the interior of the culvert and are limited to building outside the culvert. The device includes a gate member with means for raising and lowering the gate to clear debris away from the mouth of the culvert.
