A process and apparatus for restraining an animal. A spool containing a flexible tension link connectable to the animal, is urged to retract the flexible tension link into a housing. Retracting movement of the spool causes a brake to be locked in a disengaged position, in which the flexible tension link is permitted be dispensed. An actuator on the housing, coupled to the brake, is operable to cause the brake to assume an engaged position to engage the spool to stop dispensing the flexible tension link. A spool-operated actuator is configured to release the brake into the engaged position when a selected one of a plurality of predetermined lengths of flexible tension link has been dispensed. The apparatus may be pivotably mounted on an anchor to restrain the animal from moving any farther than a predefined radius from the anchor.
