An improved downhole tool apparatus and method for injection and production of steam that allows a packer to remain set while steam is injected into the annular area of a wellbore, or while steam is produced through the annular area of the wellbore. As steam is injected to into the annular area, or produced through the annular area, oil and gas production may take place through the center bore of the apparatus. The apparatus also allows closure of the annulus and the center bore in order to conduct well repairs. The apparatus allows production from adjacent wellbores to continue while repairs are made in a problem wellbore. The apparatus is retrievable.
