[Constitution] An anti-diabetes mellitus comprising as active ingredient a carbostyril derivative represented by the general formula (1), or a salt thereof: Image (I) wherein R is a halogen atom, the position of substitution by the side chain on the carbostyril skeleton is the 3-position or the 4-position, and the bond between the 3-position and the 4-position of the carbostyril skeleton is a single bond or a double bond.
