ABSTRACT OF THE DISCLOSURE An anti-fouling overcoating composition for watercraft or stationary underwater structures precoated with hard- surface leaching-type anti-fouling paint consists essentially of an aqueous solution or dispersion of a carboxylated hydro- philic acrylic polymer, a cross-linking agent for the carboxy- lated hydrophilic polymer, polyethylenimine or a hydrophilic polyethylenimine derivative and an effective amount of an ultraviolet-absorbing agent.
