ABSTRACT OF THE INVENTION An anti-replenishing and discharge device for permitting container stored liquids to be discharged from a container in a first direction and inhibiting replenishing of a container in a second direction; comprising a housing having a discharge passage therethrough for communication with container, tamper guard flow regulator disposed within the discharge passage, and unidirectional flow valve disposed within discharge passage for permitting the communication of liquid from the container through the discharge passage in a first direction when flow valve is in an open position, and to close discharge passage when flow valve is in a closed position so as to inhibit replenishing of the container in the second direction.
