To enable the manual release of locking in emergency, maintaining theft protection in an anti-theft device in which locking by a locking mechanism for preventing theft is released by a locking release signal transmitted from a remote control in a motorcycle. A handlebar locking module 12 locks or unlocks a handlebar 7 in response to a locking signal or a locking release signal transmitted from a remote control A. A key cylinder 13 is arranged with it directed downward in the handlebar locking module 12 and if an emergency key is inserted into the key cylinder and is turned, locking can be manually released. The key cylinder 13 is covered with an openable cover member and disappears from the outside.
