ABSTRACT Apparatus and method for electrically perforating a moving web such as paper, film and the like by passing the web between at least one electrically charged electrode and a ground electrode in a perforating unit, the charged electrode comprising a member adapted to rotate in a direction parallel to the direction of the moving web and connected to an intermittent high voltage source and the ground electrode comprising means adapted to move in a direction at right angles to the direction of rotation of the charged electrode.
