The present invention provides an apparatus and method for controlling the flow of fluids through a conveyance (20) with a hydraulic valve including a flexible portion (10). The flexible portion is positioned in the conveyance so that fluid enters the flexible portion from an upper containment space (40) and the expansion of the flexible portion causes the valve to restrict or block the flow of fluid being controlled through the conveyance. A float- operated mechanical make-up valve (70) is provided to automatically maintain a desired fluid level in the containment space.
