The present invention detects idle time durations of communications in the forward direction, reverse direction, or both directions of a wireless call in which discontinuous transmission is invoked. Such events are exploited to reduce associated data transmission on terrestrial facilities that are utilized by a wireless communications system, thus lowering transmission costs. An exemplary embodiment includes bases stations and a mobile switching center that is connected to an asynchronous transfer mode (ATM) network for backhaul transmission.
