An apparatus and method of forming air turning assemblies (20) is disclosed along with a novel vane supporting rail structure for use there- with. The apparatus (10) holds a pair of rails (14, 15) in spaced parallel relation at clinching station (18) at which the edges of a vane (23) may be en- gaged in opposed slotted protuberances (25) in the rails (14, 15). The spacing of the rails (14, 15) may be increased at the station against a yieldable bia- sing force, the station (18) including a deforming mechanism (25) for deflecting the vane edges (50) to lock the vanes (23) to the rails (14, 15). The rails (14, 15) include cam surfaces (49) leading to the vane receiving slots (24) and blocking walls (48) at the trailing ends of the slots (41) to facilitate intro- ducing the vane edges (50) into the slots (24).
