A questioner can readily question at any time and place and an answerer can be registered as an answerer without any trouble and much time. A mediation center apparatus (1) accepts registration of an answerer from a mobile telephone (9) of the answerer and provides, in response to a request from a mobile telephone (10) of a questioner, adequate answerer candidate list information on adequate answerer candidates selected from the answerers registered in the mediation center apparatus (1) to the mobile telephone (10). If the mediation center apparatus (1) receives information on instruction to select an answer from the mobile telephone (10), the mediation center apparatus (1) sets up a circuit between the mobile telephone (9) of the selected answerer and the mobile telephone (10) of the questioner. In such a way, question and answer between an answerer and a questioner is realized, thereby providing a consulting mediation service.
