A method and apparatus for treating wastewater effluent. The apparatus comprises a first anoxic zone (18) including heterotrophic bacteria, a carbon source (20), and an outlet structure (24) with a limestone aggregate. A second zone (28) is in communication with the outlet structure and has an exit structure (30) with a cationic exchange medium.
