ABSTRACT An apparatus and method are disclosed for forming a workpiece or chair mat with cleats on the underside. A rotatable forming roll is positioned so that a sheet of thermoplastic material can be extruded onto the surface thereof. The forming roll has a cylindrical outer surface with depressions therein for forming the cleats. The roll is of such a diameter and the depressions are arranged in a discrete pattern to form at least one chair mat with a marginal area completely around the periphery of the mat which is void of cleats.
