Chlorine dioxide (ClO2) is produced by apparatus (10) and methods wherein a ClO2 gas produced in the apparatus (10) is quickly introduced into a fluid stream (14a) to be treated with said gas. To this end, the apparatus (10) has an interior chemical reaction chamber (12) which houses an internal fluid flow tube (24) having a fluid impervious upper section (24A) and a porous lower section (24B) that respectively define to zones within the interior chemical reaction chamber (12).
