An apparatus and system for locating a person including a G.P.S. mobile transmitter removably secured to the person. The system is supplemented by a G.P.S. satellite receiver which is strategically placed on the purchaser's property. When a person is reported missing, by contacting the Emergency Control Center, the Emergency Control Center sends an activation signal to the G.P.S. mobile transmitter and activates the G.P.S mobile transmitter through the G.P.S. satellite receiver, to emit a signal, whereby the missing person can be located. To save the battery on the G.P.S. mobile transmitter, the transmitter will normally be in a constant OFF position until receipt of the activation signal sent by the Emergency Control Center. The apparatus also comprises a locking means unique to that particular apparatus, with a corresponding key also unique to that apparatus, to lock or unlock the locking means, without which the apparatus cannot be removed, or adjusted, from the person.
