Apparatus and associated methods of using provide the capability of forming an opening through a tubular structure disposed within a subterranean well. In a preferred embodiment, an apparatus has a cutting device disposed within a tubular housing and a displacement device for displacing the cutting device relative to the housing. Additional displacement devices may be utilized to combinatively permit axial, radial, and rotational displacement of the cutting device relative to the housing. Such displacement of the cutting device may be telemetry-controlled from the earth's surface.
