ABSTRACT OF THE DISCLOSURE An apparatus for detecting movement of a television picture using a movement vector integrates an absolute value of a frame difference between a current frame and a previous frame for every one of a plurality of regions which are formed by dividing a picture of one field and by detecting movement vectors using frame difference integration data for every said plurality of regions; a residual deviation which is caused when performing a correction of an overall movement of said one field from each of said plurality of movement vectors is calculated and the movement vector whereby the residual deviation of each of the plurality of movement vectors is selected.
