ABSTRACT The invention is an apparatus for discriminating between a moving region and a stationary region in a video signal correctly. It includes a delay circuit for delaying an input video signal, a circuit for calculating the difference between brightness amplitude values of each of different picture elements at spatially corresponding positions between the delayed video signal and the input video signal and a circuit for computing a first value of each of a number of blocks in response to the difference. The blocks are previously designated on a picture screen. The moving region or the stationary region for each block is determined by taking the correlation of the first values of the blocks surrounding each block, or by taking a time transition correlation of the first value of each block.
