A plate rolling apparatus, for rolling a plate (10) to form a pipe, which comprises a mandrel (11) with a gripper means (14) for engaging an edge of the plate (10) and a mandrel deflection limiting device (20, 21 and 22) located to impinge at the upper surface of the mandrel (11) on the plate (10) located on the mandrel (11) during a rolling operation. The deflector limiting device (20, 21 and 22) includes at least a pair of movable contact mem- bers (20, 21 and 22) and applying a force to the mandrel (11) to prevent or restrict deflection of the mandrel (11) from its centre during operation, the contact members (20, 21, 22) being relatively movable to avoid contact with the gripper means (14) on the mandrel (11) to avoid fouling whilst still maintaining the application of force to the mandrel (11).
