The apparatus has a fork, attached to one end of a rod and the fork carrying over its both arms a ring, which is provided with an opening. A stiff tongue, which extends up to the middle of the ring, is placed on the ring in a way that it can be swivelled. The length of the tongue is approximately 1 to 2 mm more than the distance between the revolving axis of the ring and the base point of the fork. Below the fork, the rod carries noses, provided with slots, for clamping the balloon neck. After the balloon neck has been inserted through the opening in the ring, which has been swivelled by approximately 90 degrees, the tongue snaps over the base point of the fork and prevents thereby the springing back of the ring to its initial position. With this, a single part production, a secure fastening and a space saving storage become feasible.
