An apparatus for holding a coil of rope includes a housing having a peripheral sidewall, an exterior surface, and an interior cavity. An opening is provided through the sidewall to the interior cavity. A rope retaining reel is rotatably mounted within the interior cavity. Means is provided for securing a first end of a rope to the reel. A rope length adjustment handle is secured to the reel. A manual force applied to the handle serves to rotate the reel in one of a first direction and a second direction to either lengthen or shorten the length of a rope.
