A mobile carrier frame (24) is used for lifting, handling, and transporting containers (34) on to and off of the platform of a transport vehicle (78) , such as a truck. Drive wheels (62) and caster wheels (62) are positioned such that the carrier frame (24) may be more easily maneuvered into tight spaces, such as parallel parking spaces. The carrier frame may be remotely operated by means of a remote control device. A transverse element at the rear end of the carrier frame may be used to provide additional structural support to the carrier frame, especially when in an engaged position.
