ABSTRACT OF THE DISCLOSURE Apparatus for making tobacco smoke filters wherein the products have an elongated hollow inner member overwrapped with a conventional plug wrap, with an intermediate member inter- posed therebetween. The apparatus comprises making smoke filters comprising: a source of a first filtering material including a multiplicity of fibrous members; means defining a first elongated annular bonding zone; means for continuously feeding said first filtering material through said first bonding zone; means for feeding a bond activating agent into said first bonding zone and into contact with said first filtering material to bond said fibrous members of said first filtering material to each other at spaced contact points thereby forming an elongated, smoke-per- meable, inner member defining a tortuous path for passage of smoke therethrough; means for forming axially spaces sections extending across the interior of said inner member which offer at least as much resistance to passage of smoke as the material of said inner member to thereby form a multiplicity of axially spaced, discrete, inner cavity means within said inner member; a source of a second filtering material including a multiplicity of fibrous elements; means defining a second elongated bonding zone; means for continuously passing said inner member through said second bonding zone and defining an annular space around said inner member in said second bonding zone; means for continu- ously passing said second filtering material into and through said annular space in said second bonding zone; means for feeding a bond activating agent into said second bonding zone and into con- tact with said second filtering material to bond said fibrous members of said second filtering material to each other at spaced contact points thereby forming an elongated, smoke-permeable, intermediate member defining a tortuous path for passage of smoke therethrough surrounding said inner member; means for overwrapping said intermediate member with an overwrapping material so as to juxtapose portions of the inner surface of said overwrapping material with the exterior surface of said intermediate member to form sealed areas precluding passage of smoke thereacross; and means for transversely severing the resulting product at selected locations to form filter elements.
