An apparatus for measuring absorbed power includes an electromagnetic field probe disposed within a phantom which simulates the electromagnetic characteristics of a human body. The strength of an electric field or a magnetic field of a radio wave externally irradiated upon the phantom is measured by the electromagnetic field probe. The power of the radio wave absorbed by the human body is estimated on the basis of measured values. The apparatus also includes a scan mechanism which causes a relative movement between the phantom and a radio transmitter.
