Abstract Paper cylinders for nursing seedlings are made by overlapping tape-like paper elements and pasting these together along longitudinal lines in a half-feather pattern, two such half-feather pattern strips are press pasted together in a press nipping device to form a full-feather strip body, and paste is applied in lines along one side of this strip body which is then cut transversely into pieces which can be pressed together to form a laminated body that can be expanded into a partitioned structure. In applying paste along one side of the strip body, a detecting device detects meandering of the strip body fed out from the press nipping device, and a paste applying device is corres- pondingly rocked to the right or left. The paste applying device includes a paste tank, a paste transferring roller, and inter- mediate discs for transferring paste from the the roller to paste applying discs, the breadth of the paste applying disc being greater than that of the intermediate discs, and the profile of the paste applying discs being inclined from one side to the other. A paste omitting device causes pasta to be omitted at intervals where the strip body is to be transversely cut into pieces. The cut pieces pass to a transfer device having recessed grooves and air holes, and a pressing member reciprocates in the grooves to press successive pieces together, their edges being aligned by an aligning device.
