ABSTRACT The invention is concerned with an apparatus for the production of a composition for the direct nucleation of materials which are dissolved or suspended in a hydrogen- bonded liquid. The apparatus of the invention comprises a first feeder for providing a flowing stream comprising a two phase mixture of gas and a solution containing the hydrogen-bonded liquid and a soluble surfactant which has a HLB ratio greater than about 10 and is present in an amount up to about 3 times critical micelle concentration. A micro-vortex forming and shedding device is arranged in the flow path of the stream for imparting to the stream a rotating laminar flow so as to form in the hydrogen- bonded liquid a plurality of micro-vortices which centrif- ugally entrap the gas therein and break into surfactant- stabilized spherical bubbles having a narrowly distributed size in the range of from about 12 to about 100 microns and a half-life of at least about 2 minutes. The apparatus further comprises a time delay device downstream of the micro-vortex forming and shedding device for allowing a hydration layer to completely develop on each of the surfactant-stabilized gas bubbles formed, and a second feeder for adding a collector providing collector ions active to react with the materials such that these ions form an outer surface layer on the respective hydration layer of each surfactant-stabilized gas bubble and are movably held to the hydration layer by Coulomb forces. The composition thus produced is particularly useful in the treatment of waters containing complex wastes, such as industrial laundry wastes.
