An apparatus including a composite structure forming tool having a first endplate (72) and a second endplate (84), at least one extended flange shoe (70) having a first side (69) and a second side (71), the first side (69) removeably coupled to the first endplate (72), and at least one flange shoe (80) removeably coupled to the second side (71) of the extended flange shoe (70) such that when a composite structure, such as a fan casing (16), having at least one mounting flange preform (78) is fabricated about the composite structure forming tool and the extended flange shoe (70) and flange shoe (80) are removeably coupled, a cavity (92) is formed about the mounting flange preform (78) by the extended flange shoe (70) and flange shoe (80).
