The invention relates to aqueously dispersed binding agents (A) which can be obtained by neutralizing tertiary amino groups of an amino epoxide resin a1) with acid and reacting the product obtained with a polyepoxide a2) with quartenary ammonium groups being formed before converting it into an aqueous dispersion with water. The invention also relates to a method for producing aqueously dispersed binding agents (A) and the use thereof in cathodic electrodeposition paints.
