An aqueous oxygen barrier composition for use in polymerizing a radiation curable composition, which does not deteriorate an acid-vulnerable substrate (e.g., steel) even when used for a radiation curable composition embedded in the acid-vulnerable substrate. The composition comprises: (a) a water-soluble oxygen barrier polymer; (b) a water-soluble reducing agent; and (c) a surfactant.
