ABSTRACT OF THE DISCLOSURE An artificial island is constructed in an Arctic seaway by filling a doughnut-shaped, high strength, flexible container with fresh water, and then allowing the fresh water to freeze. The frozen water within the doughnut-shaped container forms a solid circular perimeter within which sand or gravel is pumped to form the island. -1-
