18 ABSTRACT OF THE DISCLOSURE An attachment (10,10') for attaching a precast concrete wall panel (P) to a building in a manner which permits vertical movement of that wall panel (P) relative to building structural elements (12,14). In one embodiment, the attachment includes inserts embedded in the wall panel (P) near the top (10) and bottom (10') edges of the upright wall panel (P), a tongue element (120) connecting the top inserts (10) to a building beam (12), or the like, and a clamp (196) attached to the bottom inserts (10') to connect those inserts to a building foundation (14). The inserts (10,10') have slots (90). defined therein in which portions of the tongue (120) and clamp (196) are located to permit the wall panel (P) and building to move vertically with respect to each other.
