The invention provides a apparatus and method for attaching an anchored vertical support to a surface engaging structure, such as a metal containment dyke resting on the ground. allowing for surface irregularities and slight movements of the structure in respect of the surface without breaching the attachment thereof or damaging either the member or the structure, as well as allowing for a degree of horizontal and vertical adjustment of the support in relation to the structure during attachment of same. The apparatus of the present invention is simpler to assemble and offers increased vertical movement range, over those methods and apparatus currently known in the art. One particular application for the present invention will be in situations of the attachment of a structure to a surface where frost heave or other severe conditions require the allowance for periodical movement of the structure in relation to the surface.
