A grate section in a fish enumeration fence having the purpose to prevent migrating anadromous fish from passing through upstream, so they can be captured measured, counted and allowing the water to flow downstream at the same time. This grate is subject to plugging up with debris drifting down stream thus preventing the flow of water and causing flooding. In this invention the grate is suspended on two shafts horizontally on its center in a metal frame witch allows it to swing in a circular motion thus clearing the debris from its self. The control to stop the Grate swing at 180 degrees is also the trigger mechanism that releases it to swing free when the pressure by the build up of debris and the stream flow against the lower section of the grate will overcome the set tension on the spring on the trip mechanism allowing the grate to push the dog stop open and allow the grate to rotate thus clearing itself. The paddle arm then engages the water flow and rotates the grate to complete the180 degree rotation to stop against the dog stop again setting the grate to repeat the cycle.
