The invention concerns a system for filling in and delivering offence tickets comprising a portable input device (12) provided to the police officer (10), an offence ticket of the type of a resistant tamper-proof contact-free smart card (14) adapted to be presented in front of the input device so as to record thereon data concerning the vehicle, clipping means for the police officer to clip the ticket on the windscreen wiper arm so that the ticket remains undamaged by rain and cannot be easily removed after it has been clipped, a consultation device (18) enabling the vehicle owner to take cognisance and print out data concerning the offence, a processing centre (22) containing data concerning all running vehicles, and microwave link access means (22) enabling the police officer to obtain data concerning the offending vehicle from the processing centre.

Système d'édition et de gestion de contraventions comprenant un dispositif de saisie portable (12) à la disposition de l'agent de police (10), une carte de contravention du type carte à puce sans contact inaltérable et infalsifiable (14) adaptée pour être présentée devant le dispositif de saisie de façon à y enregistrer les informations relatives au véhicule, des moyens de clipage permettant à l'agent de police de clipper la carte sur le bras d'essuie glace de sorte que la carte ne soit pas détériorée par la pluie et ne puisse pas être aisément retirée après avoir été clippée, un dispositif de consultation (18) permettant au possesseur du véhicule de prendre connaissance et d'imprimer des informations relatives à l'infraction, un centre de traitement (22) contenant les informations relatives à tous les véhicules en circulation, et des moyens d'accès par liaison hertzienne (20) de façon à permettre à l'agent de police d'obtenir les informations relatives au véhicule en infraction à partir du centre de traitement.
